*Conference Background and Goals 

The Third International Conference on Web Engineering will be held in
Oviedo, Spain, July 14-18, organized by the Laboratory of Object
Oriented Technologies (OOTLab).

ICWE '03 is an endorsed conference by IW3C2 (International World Wide
Web Conference Committee), and by "Programa Iberoamericano de Ciencia
y Tecnologia para el Desarrollo (CYTED)" in the WEST (Web-Oriented
Software Technology) Project.
  

This annual conference serves as a multi-disciplinary forum for the
discussion and exchange of information on the research, development,
and applications on all topics related to the best practices from
Software Engineering, Human Computer Interaction and other disciplines
which impact upon Web-based application development.  The conference's
scope covers processes, methodologies, system design, lifecycle and
management of large Web-based systems and educational and research
issues.

The scope of the conference includes, but is not limited to, the
following major topics as they are related in a broad sense to Web

* Format of the Conference 

* Submissions 

- Regular Papers 

Papers must describe original, previously unpublished research, be
written and presented in English, not exceeding 10 pages.
  

-Short Papers 

Short papers should describe novel work that is in progress and has
not led to significant results at the time of submission.  Students
are encouraged to submit graduate-level research in its early stages.

Accepted short papers will be published in the conference proceedings
and presented in the poster program at the conference.  Short papers
should be at most four pages long
